As I was an undergraduate physics major, I had an ambitious goal for myself in regard to the level of understanding that I strove for, so I read Purcell and Feynman's E&M texts at the same time. I must say, however, that Kip was the most helpful of three and I recommend it to anybody wanting to learn E&M.
